7. Lord Plumb had recently received the Hungarian Ambassador who had confirmed the invitation for Lord Plumb to visit Hungary. Lord Plumb had specified the need for there to be diplomatic relations first. Lord Plumb had told the Romanians the same thing. Mrs Chalker acknowledged the economic and human rights obstacles to progress with Romania. Visits by EP delegations to such countries before the establishment of diplomatic relations were undesirable. On the other hand, Mrs Chalker welcomed Lord Plumb's forthcoming visit to China.

8. Finally Mrs Chalker expressed the need for extreme caution over the issue of Cyprus. She hoped that the plenary would not delve into the issue in the near future. Mr Jones Parry said that the Coste-Floret report on Cyprus had recently gone through the plenary: there were no more own-initiative reports on Cyprus in the pipeline.
