VIETNAMESE BOAT PEOPLE IN HONG KONG

1. Please refer to Bonn telno 581 reporting the initial FRG response to our change of policy towards Hong Kong Boat People in Hong Kong.

I have since spoken to the relevant desk officer in the Humanitarian Assistance and Refugees Department, which leads on this subject in the Auswärtiges Amt, Frau Günther. She said that the FRG had great understanding for this change of policy but at this stage was not in a position to give public support. The question of Vietnamese refugees was of great interest to other countries of final destination and it was necessary to achieve a common position, if possible, with UNHCR and the other members of the EC. Frau Günther said that this represented the views of the Director for the Third World in the AA, Schlagintweit.
