UNHCR's reaction to the new policy?
HMG have been in close touch with UNHCR in Hong Kong and in
Geneva on the situation in Hong Kong and the need to take early
measures. These contacts continue.
Repatriation is morally unacceptable?

Return of non-refugees would be on the basis of suitable guarantees about no ill treatment. Must be morally preferable to indefinite detention in closed camps in Hong Kong, which is in effect the position most new arrivals would have faced.
Is repatriation a viable option?
Growing international consensus recognises necessity of repatriation of non-refugees, subject to suitable safeguards. The Foreign Secretary raised this with Vietnamese Foreign Minister on 7 June. Vietnam well aware of our views and pressure of international
opinion. They now show some readiness to consider repatriation on more comprehensive basis. Must maintain pressure.
