All refugees should and will be accepted but appropriate

durable solutions for the Vietnamese boat-people must

include the return to Vietnam of those who do not qualify

as refugees. We would like to encourage the UNHCR to

cooperate with the Hong Kong authorities and thereby carry-

out the High Commissioner's mandate to protect and assist.
