VIETNAMESE BOAT PEOPLE IN HONG KONG: VIETNAMESE REQUEST FOR TALKS

Problem

1.

The Vietnamese have invited the Hong Kong Government to

send representatives to Hanoi to discuss the return of Vietnamese

boat people from Hong Kong.

Should we accept?

Who should comprise our team?

At what level should the FCO be represented?

Recommendation

2.

I recommend that

we accept the offer of talks;

our team should comprise Mr Clift, Political Adviser in Hong Kong, Mr Colvin and Hong Kong Government officials.
