I cannot help but feel that paragraph 5 in particular and paragraph 9 of the proposed note for EXCO are rather rash in their comments on the likely reaction of UNHCR. At this stage and in the light of preliminary reactions from UNHCR reported by UKMis Geneva, I think HKG would be wise not to offer these hostages to fortune.
3. I also have doubts about whether it is wise at this stage in the operation to go into such detailed description of the screening procedures proposed.
4. I hope you can incorporate these comments in your reply to Hong Kong.
