VIETNAMESE BOAT PEOPLE IN HONG KONG: ANNOUNCEMENT OF NEW POLICY TO
PARLIAMENT
Problem
1.
The Governor of Hong Kong proposes to announce the new policy at
the meeting of LegCo on 15 June at 1530 hours local time (0830 hours
BST). What arrangements should be made for an announcement tp
Parliament?
Recommendation
2. I recommend that this should be timed to take place as soon as
possible after the announcement in Hong Kong, that is on the
afternoon of 15 June. This would follow the precedent of the
publication of the White Paper in February, when a statement in
LegCo was closely followed by a statement in Parliament. The
Secretary of State is invited to choose between:
(a)
a written answer to an inspired PQ. I submit a draft; and
(b) an oral statement.
3. A decision on whether Lord Glenarthur should make a parallel
statement in the House of Lords will need to take into account the
Lords' debate on 10 June.
