Vietnamese Boat People: Action with UNHCR

Just to set the record straight, should perhaps explain in response to your telno 1394 that UNHCR Chargé de Mission in Hong Kong did not report the content of our approach by open telex. He reported that we had met and advised him that a more formal approach was being made to UNHCR HQ in Geneva. He did not telex the text of the speaking note which we explained was being delivered by UKMIS Geneva on the same day anyway.
