1. Please refer to your minute of 13 June. I submit a draft oral statement

together with supplementaries.

I have noted the Secretary of State's comme

ment that the draft answer

attached to my submission of 13 June was too reassuring. I entirely take the

point about the need to send a clear signal to Vietnam. The thinking behind

the original draft (which had been cleared with the Hong Kong Government) was

the need in this context to head off possible criticism of the new policy in

Parliament and among voluntary agencies in the UK, as well as to meet UNHCR

concerns. But I agree that the need to avoid mixed signals to Vietnam is

the highest priority and the attached draft reflects the Secretary of State's

wishes on this point.
