We have had discussions with the US about the new policy.

not They expressed understanding for it. We are quite clear what Ryan means by the US's quote open door stance unquote. They are keen. to increase ODP offtake, which they see as an important element in addressing the overall problem.

2.

I enclose a copy of Ambassador Moore's address to the 6-7 June Indo-Chinese Refugee Action Committee's conference on the first asylum in Southeast Asia. Ambassador Moore is the US Coordinator for Refugee Affairs. This is as good a guide as any to US thinking on the subject, and you may wish to pass a copy to Ryan.
