It now appears that there are more definite UNHCR plans to invite the Vietnamese to Geneva at the end of May/beginning of June to discuss ODP and related matters. According to Homann-Herimberg, UNHCR asked the Americans and Vietnamese, in the margins of the December 1987 ODP meeting, whether they wanted an increased rhythm for such meetings. UNHCR made clear to the Americans at the time that they would use an interim meeting for wider discussions, involving particularly the ASEAN Missions in Geneva. Both the Americans and Vietnamese reacted positively, but wished to reflect on
the suggestion.

During his visit to Hanoi, some 5 or 6 weeks ago, following an indication from the Americans that they would welcome a meeting in Geneva with the Vietnamese in late Spring, Homann-Herimberg put the idea to the Vietnamese. Their first reaction was luke-warm, but Hocké planned to pursue the issue with Tran Quang Co in Jakarta (Co, apparently, was leading the Vietnamese delegation to the ESCAP meeting) during the former's planned visit to Jakarta in the first week of April. Hocké, as you know, was recalled to Geneva for discussions on the Afghanistan problem and thus never got to Jakarta. As the Vietnamese had now indicated that they were eager to have a meeting, the UNHCR invitation to a late spring meeting in Geneva would
