1.

Lord Glenarthur agrees that the new policy that the Hong Kong Government wish to explore with us is likely to raise considerable political difficulties. That said, he does not underestimate the importance of this issue in Hong Kong and is inclined to endorse the recommendation, subject to the very clear caveats set out in the draft telegram.

2. Lord Glenarthur would like to know, however, the extent to which we would expect to be put under greater pressure to take some of the residual balance of refugees (para 6 (iv) of Mr Hum's submission); and how we are involving the Home Office in considering a possible change of policy. But if the Secretary of State is generally content with the recommendation, Lord Glenarthur does not think that this need delay despatch of the telegram.
