VIETNAMESE BOAT PEOPLE IN HONG KONG
1. I passed you some time ago informally copies of telegrams which we have exchanged with the Hong Kong Government on a possible new policy approach to Vietnamese boat people in Hong Kong.
2. We have now sought the preliminary rection of our Ministers to the new thinking in Hong Kong. You may find it helpful to have the enclosed copies of the telegrams leading up to that point, of our submission and of the You will note that in telegram to Hong Kong approved by our Ministers. authorising Hong Kong to explore further the implications of a new policy, Ministers made it clear that they were not giving any commitment about their eventual view. It is understood by all concerned that collective consideration by Ministers would be necessary before any firm decision is
taken.
We should find it very helpful to have your reactions to the thinking contained in these papers. I would be happy to hold a meeting if you wish.
