Thank you for your letter of 28 March to Peter Bean who is at present on leave. We have forwarded the letters.

As you will have seen from our TelNo223 the proposed seminar has been postponed. This is partly due to administrative difficulties with regard to the Ford Foundation sponsorship. In addition the Thais have other preoccupations including their Chairmanship of the ASEAN Working Group on Refugees and the need to prepare for the ASEAN Foreign Ministers' meeting in July. In general, I get the impression that the Thais are becoming less enthusiastic about a regional approach. X Their unilateral action in the Gulf of Thailand has had some

impact and they are anxious not to jeopardise this.
