The real difficulty is that the politics of the matter in the UK make it unrealistic to suppose that any new commitment which the Secretary of State might succeed in extracting from his colleagues would in fact be commensurate with the scale of the problem. A new commitment which was universally seen as inadequate might be worse than none at all.
