1. I agree with Mr Hum's recommendations. The refugee situation in Hong Kong is getting worse and the outlook is grim. Pressure in Hong Kong for a change of policy is likely to prove irresistible. But a change of policy will have a significant downside and we will, as Mr Hum suggests, need to ensure that Hong Kong takes account of the international aspects (paragraph 10) and that we are properly prepared to explain the reasons for any change of approach. There is little doubt that we will, as a consequence, face strong pressure from the international community to do more ourselves, above and beyond our commitment on the 468.
2. In sum, this is likely to be the number one topic during the Secretary of State's visit. I am sure it is right for the Secretary of State to warn the Prime Minister and other colleagues in advance and to clear with them a line to deal with what, I fear, will be extremely insistent, even hostile, questioning.
