We discussed your telegram number 99 by telephone, which asked us for any background we could give to paragraph 3 of Hanoi telegram number 126.

We spoke to Paul Adams, the High Commissioner's Chef de Cabinet, on receipt of your telegram. He said that he would be surprised if any instructions had been given to the UNHCR Representative in Hanoi to approach the Vietnamese about a meeting of all interested parties in 4 to 6 weeks' time. This was the sort of proposal which would come to the High Commissioner' attention and nothing so far had crossed his desk.
The
idea could be linked to the suggestion floated by UNHCR at the meeting here of ICG Missions on 29 March that we might consider whether UNHCR could invite a Vietnamese delegation to Geneva for talks on ODP and other related matters. (See paragraph 11 of my minute of 30 March). I understand from Gavin Hewitt that UNHCR did not pursue this at the ICG meeting in Ottawa on 7/8 April.
