4. An official of the Hong Kong Government visited Singapore,
Malaysia and Thailand in March, Indonesia in April, to discuss Vietnamese boat people. Visit is one element in Hong Kong's efforts
to build a consensus on durable solutions among ASEAN countries.
Growing signs of an ASEAN willingness to approach Vietnam on matter. Believe it essential that they do so - but they will need to be kept
up to the mark.
