It was also important to recognise that Mr Dewey (Deputy High Commissioner) was a steadying influence. In terms of staff relations, Mr Hocké seemed to be doing better. It was significant that he alone, of the UN bodies in Geneva, had increased his staff. Mr Hocké was an energetic and tireless worker with considerable

contacts.

Mr Moore did not dissent

Mr Hocké had energy, intelligence,

courage and commitment. He let himself down on personal and institutional relations. The US supported him, but did not give him a free ride. There was an open and candid dialogue with

him.
