Objectives

1. Obtain partners' support for co-ordinated international approach

to Vietnamese over continuing exodus of boat people.

Seek renewed commitments from partners on resettlement of

refugees from Hong Kong.

2.

Tactics

-

UK to lead subject on agenda at our request. Main concern is Hong

Kong, but should emphasise regional nature of problem in bid to

secure support.

Points to Make

1. Recent increase in exodus from Vietnam major cause for concern. Worried that unless effective steps taken soon, first asylum concept

may break down.

2.

ODP programme not the answer. Recent large arrivals in

Thailand, Hong Kong, despite ODP working again. Indeed, ODP may

even contribute to problem.

3.

Problem not simply one of refugees. Increasing numbers of

arrivals seem to be economic migrants - not acceptable for

resettlement.

Can only be solved by persuading Vietnam to face up to its responsibilities. Will require concerted international

effort and will take time. Partners' views?

4. In meantime, must do everything to preserve concept of first

asylum. Hope partners will consider whether there is scope for

increased refugee intakes.
