POST OBJECTIVES

My letter 014/4 of 19 January.

I regret that because of problems over communication I was unable to meet the deadline of 31 January for new post objectives. The objectives are as follows, assuming the objectives in the draft CAP are agreed.

POST OBJECTIVES FOR HANOI 1988

i.

Political

1. The earliest possible withdrawal of Vietnamese military forces from Cambodia in the context of a settlement of the Cambodian problem which meets our criteria (ie free elections, neutral non-aligned peaceful Cambodia);

Vietnamese agreement with the members of ASEAN on the stability and development of the region;

2.

3. lessening of Vietnamese dependence on the Soviet bloc and thus ocntainment and, in due course, reduction of, the Soviet presence in the region;

4.

the lessening of present incentives and pressures for people to leave Vietnam for the West by promotion of Western ideas and by enouraging Vietnam to follow a more liberal policy on human rights and more open economic policies;

5. the prevention of the granting of development aid or other economic assistance by other countries while Vietnam maintains its military presence in Cambodia.

Short Term

1. Release of political detainees in the re-education camps;

2. opening of negotiations for settlment of official and private claims.
