Measures to encourage Viet Nam to control the disorderly outflow could include:
-UNHCR to vigorously pursue the issue with Viet Nam within the framwork of its humanitarian mandate.
- ICG participants and other interested Governments with diplomatic relations with Viet Nam to take up the matter in their contacts with Viet Nam noting the negative effects of the clandestine outflow on Viet Nam's image in the region and its relationships with regional governments.
- ICG participants to encourage closer dialogue between ASEAN states and Viet Nam on this and related issues.
Measures to develop programs to determine the claims of new arrivals to international protection could include:
-screening of new arrivals against refugee criteria.
-UNHCR to ensure acceptable international standards are maintained.
-generation of publicity concerning measures of deterrance of non-refugees.
Measures to pursue solutions other than resettlement could include:

-UNHCR to pursue the question of repatriation with
Viet Nam in accordance with the guidelines set down in the ICG consensus paper of October 1987.
-ICG countries to consider the UNHCR proposed program of assistance for returnees.
-ICG countries to explore the extent to which they would be able to fund UNHCR assistance programs for returnees.
The foregoing identifies some measures that may warrant consideration but does not attempt to attribute either sequence or priority.
