I refer to your letter of 14 July 1988 about five Vietnamese land refugees in Thailand who have links in Hong Kong.

I have received a reply from the Director of Immigration advising that all these 5 Vietnamese refugees in Thailand are not eligible for resettlement in Hong Kong as none of them are within the existing policy for entry nor the sponsors available are residentally qualified to act as such. Furthermore, we are unable to find any extenuating factors which justify a departure from the existing policy.
