Lacroix said several times throughout the conversation that there was nothing that the Belgian administration (civil service) could do to change government policy on the acceptance of Vietnamese refugees. If you want to encourage Belgium to accept more refugees, the most suitable way to achieve this would seem to us to be to encourage Belgian NGOs connected with the Catholic Church to take the lead.
