1. It is about now that we should be considering making a further approach to the Luxembourg Government seeking to persuade them to take another batch of Vietnamese Boat People for resettlement.

2.

FCO telegram No 133 to Athens said that a further major effort would be required to resettle those Refugees already in Hong Kong once the new policy of screening arrivals had been introduced. We stand ready to play our part in this effort but before making any formal approach to the Luxembourg Government I am writing to obtain your blessing.

You may prefer us to hold back until you are ready to orchestrate a concerted approach to all possible recipient Governments.

3. If you are content for us to make our approach now perhaps you would let me have some up-to-date material on the situation on which to base it.
