I am sorry if there was some misunderstanding about who might pay for the ICM proposal. This arose from the suggestion by Carlin in paragraph 3 of your telno 444 of 17 November that "funding would be for the British Government".

Given Hong Kong's telno 4534 of December, I think it is extremely unlikely that the Hong Kong Government would be prepared to fund a project which they believe stands little or no chance of success.
