1. Mr Uno said that the Japanese assessed that China, following the leadership changes in 1987, was currently stable. The West should welcome and encourage China's economic modernisation programme. Japan, for its part, had extended loans and assistance: last year Japan had announced a $700 million special loan package.

It was important to consider the relationship between China and the Soviet Union and the strategic balance in Asia. The three obstacles of Afghanistan, Cambodia and border troops remained unresolved between China and the Soviet Union.
3. On Korea, Japan welcomed Roh Tae Woo's election by democratic means. His majority of 2 million put his victory over other candidates beyond doubt. The Japanese analysis was that South Korea would stabilise. notable that the ruling party and the opposition were willing to enter into negotiations about the revision of the electoral system.
