Interested to note ICG conclusions on desirability of screening. Hong Kong Government has always been wary because of problems of controlling those screened out. Need to reach satisfactory agreement with Vietnam for return of those screened out. Otherwise prospect that Hong Kong would be accommodating increasing numbers of Vietnamese without any hope of resettlement. Your views? (If appropriate: would US be able to contribute to international effort to resettle Vietnamese now in Hong Kong, together with new arrivals who met resettlement criteria,
if screening introduced?).
