The briefing for Lord Glenarthur's visit to New Zealand last week did not suggest that the Minister should take up the question of Vietnamese refugees during his official talks with New Zealand Minsiters and he did not do so. I did, however, raise the matter myself with the New Zealand Foreign Minister during conversation at the High Commissioner's Reception for Lord Glenarthur on 11 May.
