While we fully appreciate the concerns of
the Hong Kong authorities about the Vietnamese
refugee population, we consider we have acted
generously in accepting Vietnamese from Hong
Kong.
It would be appropriate for others, particularly
the United Kingdom, to provide a lead in
resolving Hong Kong's case-load.
