1. I attach what is intended to be a self-explanatory draft telegram to UKREP plus a draft letter and paper for faxing to Michael Pakenham. Hong Kong Department concur.

We would like the instructions to go by telegram rather than letter for ease of distribution. As you may have gathered from current press interest, this issue now has a high and rising profile within the office.
