17 December, purporting to draw an analogy between the

return of Cossacks to the USSR and arrangements for the

repatriation of Vietnamese boat people in Hong Kong.

I have no doubt that a Foreign and Commonwealth

Office Minister will be writing to the Spectator to take

issue with your letter. I wished to write directly to

you to express my concern that you should have made such

far-reaching allegations without any apparent attempt to

check the facts
