I attach a letter to the Spectator from the Secretary General of the International Society for Human Rights. As you will see, it makes serious and unfounded allegations about our policy towards
Vietnamese boat people in Hong Kong.

The International Society for Human Rights has a curious and rather dubious background. Information Department have produced the attached series of minutes and cuttings which convey the flavour well. Although the organisation appears to be well supported in Germany, where it has its headquarters, its standing in this country is more tenuous. It is strongly right-wing. It has been alleged, variously, that it is dominated by Russian emigre organisations and financed by the CIA and the Moonies.

News Department are preparing a letter to be sent by a Minister to the editor of the Spectator, refuting Mr Chambers' allegations. They are so monstrous that I would see advantage in your sending a letter direct to the author, in particular because he purports to be the office holder of a reputable organisation.
