17. Considers that the withdrawal of Vietnamese forces from Kampuchea, as
part of a political settlement to the present conflict, as well as the continuation of Vietnam's present policy of reforms, will enable the European Community fully to resume the provision of development aid to Vietnam (and, moreover, to Kampuchea) without delay and, thus, support both Vietnam's reform policy and its endeavours to achieve greater political independence
18. Draws attention to the country's alarming grain shortage which could
quickly lead to famine and endanger the Lives of four to five million Vietnamese;
19.
Urges the Community and its Member States to seek urgent solutions to the plight of Vietnamese refugees, particularly those in Hong Kong;
20. Considers it desirable that interparliamentary relations be promoted in
future by the relevant European Parliament delegations, which should seek to develop contacts with Vietnam as part of relations with the ASEAN states, with Cuba as part of relations with the states of Central America
and with Mongolia and its Parliament as part of relations with the Soviet Union;

21. Instructs its President to forward this resolution to the Commission and
the Council, and to the Governments of the ASEAN States, Cuba, Mongolia and Vietnam.
