Resettlement of recognized refugees will not only be a necessity but will be the sufficient condition for establishing a refugee determination procedure. Other things being equal, this measure may be one where agreement is most readily achieved. The idea of establishing a resettlement pool for refugees who may not qualify under the existing resettlement criteria of receiving countries has recently been launched by the United States and deserves careful consideration.
