Centres to be Liberalised

The centres to be gradually liberalised include Tuen Mun (Bowring), Sham Shui Po, San Yick and Cape Collinson. It would not be possible in practice to establish a uniform programme of liberalisation for all of the closed centres. The objective would be to complete the process of liberalisation within a reasonable time frame, say siz months at those closed centres for which UNHCR is prepared to assume full operational responsibility.
Forms of Liberalisation

As a first step to liberalising the closed centres, the refugees will be allowed to take part in activities in an organized manner under supervision by voluntary agencies. Such activities will include escorted excursions for orientation, training and recreation purposes.
The major
elements which will feature under the liberalisation programme
are :
(a) Schooling
Refugee children will study in separate school(s)
run under the auspices of UNHCR through its
agents. The programme will commence very soon using the New Horizon School at the Kai Tak open camp and a second school to be established near Yuen Long. Both are exclusively for refugee children and there will be no mixing of refugee and local children;
(b) Work
The UNHCR will request a voluntary agency to commence an employment placement service for the closed centres. The service will identify employment opportunities and make arrangements for placement. Vocational training will be organized by UNHCR so that there would be no sudden dumping of unskilled workers on the labour market;
