As Britain claims to be HK's sovereignty country, it should
shoulder greater commitment to HK. It should increase the intake of
Vietnamese refugees to at least on a par with that of the United States.
The British Government should do its best to launch international
appeal for the western countries to increase their intakes. We must
point out here this is not to give sympathetic consideration to HK,
they are only asked to keep its side of the international agreement.
Secondly, Britain should do all its can to stop Vietnamese
people from pouring into HK. If the screening policy cannot be proved
to be effective in more permanent terms, Britain should seek to abolish
the policy of first asylum. There is no room for hypocritic humanitariansm.

Humananitarianism must be practised in consideration of realistic

(1) Britain must increase its intake of Vietnamese refugees

(2) Britain must urge the United Nations to commit more to the
Vietnamese refugees in HK.
(3) Britain must do everything in its disposal to stop Vietnamese
from pouring into HK, including the abolition of HK's
status as the port of first asylum.
