We thank you for the cooperation of the Hong Kong and U.K. Governments during the visit of IRAC representative Ms. Janelle Diller to Hong Kong last week. We especially wish to thank members of the Security Branch, Mr. Mike Hanson and Mr. Michael Liu, for their gracious assistance.

We are preparing our report and recommendations as soon as possible and will provide you with a copy once it is published. Should you wish to review and comment prior to publication, please contact us at your earliest convenience.

Because our recent trip occurred during the week in which an agreement was finally negotiated between the Hong Kong Government and the UNHCR, we plan to monitor closely the implementation of this agreement to ensure that the asylum rights of all Vietnamese Boat People are preserved throughout this process instituted as a deterrent to the outflow of Vietnamese to Hong Kong.

We trust in your gracious cooperation as we continue to study the situation and we will keep you informed of additional initiatives.
