Mr Patten read with interest Telno 3808 of 12 October from Hong Kong (copy attached for ease of reference) suggesting that we play an active role in putting together English Language Training programmes for refugees selected for resettlement in the UK.

Mr Patten thinks that we should be prepared to give generous assistance in this area. He recalls seeing the signs of French NGO activity in this
regard in San Yick.
