DIVISION OF WORK ON VIETNAMESE BOAT PEOPLE IN HONG KONG
1. Our two Departments have been cooperating very smoothly and In amicably in our work on Vietnamese boat people in Hong Kong. practice virtually all this work requires consultation between us, very often with a further input from UN Department.
2. It might be helpful, however, if we establish a few broad guidelines for our division of labour. This seems particularly necessary in connection with MPs' Letters and parliamentary work; at the moment PRU and Private Offices have some difficulty in knowing to which Department material should be assigned.
3. Could I suggest the following broad division?
HONG KONG DEPARTMENT
Resettlement of boat people from Hong Kong (international efforts)
Condition in camps in Hong Kong;
accommodation
allegations of ill treatment
liberalisation policies
Screening of boat people;
UNHCR involvement
appeals procedures
Arrangements with UNHCR
Contacts with China over boat people
SOUTH EAST ASIA DEPARTMENT
Contacts with the Vietnamese Government over boat people
Repatriation of boat people to Vietnam;
