In the case for example of a person who returns to the country now and re- applies to leave the country legally; will the Vietnamese government let him go?
Those who wish to be re-united with their families and wish to live legally have the full right to apply for permission to leave and the authorities will consider their case. This is our very clear policy which we have announced. But the problem is, are the countries willing to accept them? Many countries at the moment encourage people to leave but when they see the problem of accepting them legally the number they are willing to accept is limited and cannot satisfy the demands of people who would like to be united with their families or migrate to earn a living.
With all the measures you are applying at home at the moment, why can you not control the wave of people who leave the country?
As I told you, this is a very complex issue related to many historical and social factors, as well as the position of the country we have a long sea shore and very difficult frontiers to cross, therefore we cannot solve the problem in one or two days to create an effective way to control it.
And now this is a chance for you to speak directly to the boat people in Hong Kong.
With all our compatriots who leave the country illegally and go to Hong Kong, I must say this is an action which the government of Vietnam does not like. The government hopes each one of you will contribute your share to the re- building of the country. For those who wish to re-settle legally in other countries, we have created many forms for you to leave legally, for those of you who have no other country willing to accept you if you wish to return the government is ready to consider your wish and agree with other parties to arrange for you to return.
