Ms Mugridge's minute of 30 August sought comments on the draft presidency UNGA speech.
2.
We have one comment, which relates to Para 23 of the speech on Vietnamese Boat People. The draft commits the cardinal error of refering to repatriation on a voluntary basis only. We therefore suggest that the last sentence of Para 23 should read as follows:
"It also has to agree to take back, with satisfactory
guarantees as to their future, those of its own citizens who do not qualify as refugees and thus have no prospect of resettlement".
