The Indochinese population outflow has been the subject of focussed international attention and concerted effort since the 1979 Geneva Conference on Indochinese refugees. Since then the international community acting in the spirit of international cooperation and burden sharing has offered first refuge and arranged for the resettlement of more than 1.2 million persons.
Over the last two years however there have been clear alarming indications that the arrangements and understandings ΠΟΥ in place are unequal to the complexity of the problem. Unexpected increases in the rate of departure,
