The Secretary of State has seen your submission of 5 September. He agrees with Mr McLaren that a further office meeting would be useful. Miss Phillips is arranging this for 1200 on Friday, 9 September. I should be grateful if you could resubmit these papers for that meeting together with an agenda to guide the discussion.

The Secretary of State has commented that this is a subject that he should discuss with Dumas who he will be seeing in New York at the UNGA.
