EC PRESIDENCY SPEECH AT UNGA 43

The Presidency have now circulated a further draft of the political part of the UNGA speech incorporating the first round of partners' comments. I attach a copy. The next stage in the speech's production is discussion at the United Nations Working Group on 15-16 September, where Mr Williams, Head of UND, will represent us.

2. The Presidency have taken on board the great majority of our comments on the first draft. But I suspect that in seeking to accommodate the deluge of comments from everyone else they may have introduced elements with which we are not happy. If there are further comments on the draft I should be grateful to have them by 15.00 on 14 September. I will then transmit them by fax to Mr Williams who is already in Brussels. It struck me that there is a certain amount of duplication in the current draft - this may be a possible area for improvement.

This will not be our last opportunity to feed in thoughts as the speech will not be finalised until 26 September, when Political Directors will meet in New York for that purpose.
