the principle of burden sharing as also State responsiblity. The issue of "Burden Sharing" was discussed at the Kathmandu Session and the Committee considered at its Arusha Session the question of formulation of an addendum to the Bangkok Principles relatable to "burden sharing.' The addendum was adopted at the Bangkok Session. The question of applicability of the doctrine of State responsibility as also the question of establishment of Safety-zones in the context of Refugee situations are also expected to be taken up for discussion at the Singapore Session.

As regards the applicability of the doctrine of State responsibility the Committee is expected to consider such aspects as the responsibility of states for preventing refugee producing situations i.e. the pre flow aspect; state responsibility to facilitate voluntary repartriation; and the right of refugees to compensation. The discussion on the establishment of safety zones for the displaced persons in the country of origin is expected to revolve around the circumstances under which such zones could be established, the legal regimes that may be applicable to such zones and who should be entrusted with the responsi- bility for management of facilities and amenities in such

zones.
