ASIAN-AFRICAN LEGAL CONSULTATIVE COMMITTEE MEETING IN SINGAPORE, 14-19 MARCH 1988
1. Some of the recipients will already be aware that I am to attend the above conference as an Observer on behalf of the UK. I attach the annotated Agenda furnished by the Secretariat. The purpose of this minute is to call for briefing from the Departments concerned with the various agenda items, in consultation with their departmental legal advisers. So far as I can see, responsibility lies with the following Departments, identified by reference to the particular agenda item. Departments may recall having produced briefing material for the purposes of the Bangkok Session last year; it may in many cases be sufficient simply to bring that material up to date. I have been able to get hold of advance copies of various Secretariat papers which I enclose for relevant Departments in the hope that they may be of some help to focus thoughts. I stress that nothing elaborate is required. But I should in any event be grateful for an indication of any points Departments would like me specifically to try to get across in pursuit of British interests:-
Report on the Work of the International Law Commission
Status and Treatment of Refugees
Law of the Sea
'The Concept of Peace Zone'
Friendly and Good Neighbourly Relations in Asia, Africa and the Pacific
Judicial Assistance
State Immunity
