Narjes (Commission) said that the amendments were unacceptable, because they involved more expenditure, because they related to areas of national competence or because they were already covered by the Commission's proposals.
Social aspects of the common fisheries policy
22. Morris (UK Socialist) report adopted, recommending spending on training, safety, medical assistance and information gathering/monitoring to improve health and safety conditions for EC fishermen. Vice President Christophersen (Commission) said that the Commission had put forward proposals in 1986 to provide for the early retirement of fishermen and for wage supplements while ships were laid up.
These had not yet been accepted. The Commission blamed the Council for the delay. On finance, Christophersen said that budget line 6482 and 6340 offered some possibilities for making funds available: if the former was to be used to a large extent a proper legal base would be needed. On training, the Commission had held a
series of courses with the intention reduce accidents at sea : a further seminar in Seville was planned for June on training in deep sea fishing. On medical assistance at sea, the Commission hoped to extend the "magnet programme" to the UK, Denmark and Germany. The Commission noted the EP's comment about the disparities in repatriation costs and would be taking the matter up in the responsible committee
later in the month.
EP Rules of Procedure: Written Questions
23. The Amadei (Italy, Socialist) report was adopted, recommending an amendment to Rule 62 (3) of the Rules of Procedure on written questions to which no answer had been given. The publication of a list of such questions (rather than the complete texts) was intended to
intended to save costs. Sutherland (Commission) referred to the long-standing problem of delays to replies to written questions and called for the EP's help in reducing the number of questions. 40% of questions were replied to in due time : the Commission were continuing to seek improvements but staff had other operational tasks to perform.
EP Rules of Procedure: Request for the Waiver of Immunity
24. The Donnez report was adopted, recommending two amendments to Rule 5 of the Rules of Procedure on requests for the waiver of immunity. One of these removed from the EP Rules Committee the onus of judging whether or was guilty of an offence.
