Just a quick note to say how interesting I found the minute produced by John Chick which you sent to SEAD with your letter of 30 March.

It is good to see that there is some easing of personal liberties in Vietnam; but depressing to read about the continuing pressure to get away, including illegally by boat to Hong Kong and despite the prospect of many years in a closed camp. As you know from the telegrams we are now suffering severely from a sharp increase in the number of people who try their luck, and indeed risk their lives, in this way. What a terrible indictment of the system!
