Valued exchange of views at Duesseldorf. Cambodian stalemate
continues.
Have suggested to Sihanouk he might visit London in September to
discuss his ideas in detail.
Do not believe that Vietnamese position has softened
significantly. Vietnamese not yet prepared genuinely to compromise
in search for settlement; will take any opportunity to exploit signs of division among resistnce. Likelihood of them entering negotiations? Prospects for further Sihanouk/Hun Sen talks?
Ready to consider participation in International Conference if desired but first need genuine progress towards settlement among all protagonists.
VIETNAM

New Vietnamese leadership seeking economic reform and to attract
foreign investment. Have released some political prisoners. A
genuine change in approach? Likely to extend to flexibility on
Cambodia?
